It’s a very old ‘rule’ but it’s not one that gets used terribly often. The same rule is occasionally applied to zombies, ghouls or various other undead. Personally it’s one that I think is super cool.
I think that one got mixed up with another creature called the Dullahan. Aka the headless horseman. And the dullahan being restricted makes sense. If while crossing the river it hits a bump and drops its head in river it dies
Rivers and streams are traditionally regarded as borders. That would include border between the living world and the afterlife, so a lot of creatures associated with the dead supposedly cannot cross running water unless you make a bridge for them
