Can your port forward via a proxy? If I setup a proxy in a torrent client like qBittorrent, will this allow me to port forward also?
I would like to always have a VPN be running on my computer and I will use a proxy in qBittorrent if the proxy allows me to port forward regardless of my VPN allowing port forwarding.

No, not normally. You should ask your proxy/VPN provider if they have support for something like that… but I’ve never heard of any VPN providers that port forward via proxy.
