It was then that I first had the horrifying revelation that this person (and many others, I’m sure) is at least quite strongly implying that without the threat of hell they wouldn’t have any reason to NOT do any of those things.

There’s a reason ‘‘true believer’’ is a pejorative, or at least cautionary, description in politics. Belief is not the way to oporate and get results.
